2008년 태풍(나르기스) 피해 이후 버마

1. 태풍 나르기스, 버마를 치다

ㆍ 2005년 5월 초, 이 태풍이 버마를 침.
ㆍ 시간당 190km(120마일)의 속도로 3급 폭풍이 닥침.
ㆍ 최근 10년 동안의 최고 사망률을 기록한 폭풍이었음.

ㆍ ‘태풍 나르기스는 벵골 만에서 놓여 있다. 지난 일요일에 발생한 이후 점차 강해지고 있다. JTWC(Joint Typhoon Warning Centre, 미 합동태풍경보센터)는 다음 몇 주에 걸쳐 폭풍은 더욱 강해질 것이라고 경고했다. 만일 태풍이 현재 경로로 계속 나간다면 늦어도 금요일에는 버마에 착륙할 것이다.’ (2008년 4월 30일)

6. 버마 지역에 끼친 악영향

ㆍ 특히 이라와디 삼각주는 기름진 쌀 재배 지역이며 ‘밥그릇(미작 지대)’로 알려져 있음.
ㆍ 이 지역의 쌀 생산량은 충분히 높아 많은 양의 쌀을 버마 시민들에게 공급할 수 있음.
ㆍ 태풍 나르기스는 버마의 논의 65%에 강한 충격을 주었음.
ㆍ 이라와디 삼각주 지역의 95%의 건물이 파괴되었음.
ㆍ 이 지역 80만 명의 버마인이 피난을 떠남.
ㆍ 피해액은 101억 달러(약 12조 원) 이상으로 추정되었음.
ㆍ 가족과 친구와 집과 살림을 잃었음.

7. 어린이들에 대한 현재의 위험

ㆍ 태풍은 교육 부문에 엄청난 영향을 끼침.
ㆍ 태풍 피해의 40%가 어린이들임.
ㆍ 태풍이 강타한 지역의 학교 90%가 피해를 당함. 이 보도에 따르면, 약 3천 개의 초등학교와 50만 명의 학생들이 피해를 당했다고 보고됨.

9. 국제사회의 원조를 대한 방해 & 요청

ㆍ SPDC는 위기 대응에 느렸음.
ㆍ SPDC는 타이에서 피해자들을 원조하기 위해 대기하고 있는 외국인들을 거절하거나 지연시켰음.
ㆍ 2008년 5월 7일, SPDC는 원조 물자를 실은 이탈리아의 항공편을 허가했음.
ㆍ 2008년 5월 9일, SPDC는 국제 원조 구호의 허용 범위는 음식과 의료품 등의 물품으로 제한하고 외국인 원조 활동가들은 허락하지 않는다고 공식적으로 선언했음.

11. 국제사회의 원조를 대한 방해 & 요청

ㆍ 5월 19일, SPDC는 아센(ASEAN)의 원조 입국 허용에 동의했고, 태풍 피해 복구를 위해서는 117억 달러(약 14조 원)치 원조가 필요하다고 말했음.
ㆍ 5월 23일, 탄 슈웨 의장(CG. Than Shwe)은 반기문에게 UN 원조 활동가들의 버마 입국을 허용하겠다고 말했음.
ㆍ 그러나 유엔 활동가들이 양곤을 떠나 피해 지역으로 가는 것은 허용하지 않았음.
ㆍ 이라와디 삼각주로 가는 주요 루트에 검문서를 설치했음.

12. 국민들의 원조를 방해하기

ㆍ 국제적 기부자들, 단체들, 많은 활동가들, 유명인사들, 수도사들, 평범한 시민들은 피해자들을 위해 자기가 직접 기부하길 원했음.
ㆍ 그러나 SPDC는 기부를 감시했음.
ㆍ 지역의 기부자와 활동가들에 의한 구호 활동을 방해하려고 노력했음.
ㆍ 이후, 총 21명의 활동가들이 투옥되었음.

13. 피해자에 대한 SPDC 정부 태도

ㆍ SPDC는 생존자 원조 물품 분배를 통제했음.
ㆍ 지방 당국과 군사 당국에 의한 원조품 분배를 둘러싼 광범위한 부패, 태풍 피해자들에 대한 착취와 인권 침해.
ㆍ SPDC가 원조 캠프를 관리해 음식, 물, 의료품, 옷 등 필수적인 생존 지원을 충분히 받지 못했음.

14. 피해자에 대한 SPDC 정부 태도

ㆍ 기부품들은 재판매를 위해 지방 당국에 의해 선점되었음
ㆍ 사례
   - 국제적 기부로 들어온 영양용 비스킷은 암시장에서 재판매되었음.
   - 기부된 기성 텐트는 오직 암시장에서 고가로 입수되었음.
ㆍ 값비싼 도구들은 네피도(현 정부의 수도)에 보내졌음.

15. 현재 상황

ㆍ 지금, 피해자들은 지역 사회와 국제 사회로부터 긴급한 지원을 필요로 함.
ㆍ 현재 1400개 이상의 학교를 수리했고, 500개 이상의 유아개발센터(어린이집)를 지원했음.
ㆍ 10,400개 이상의 교사용 도구와 1,100개 이상의 도서관 박스(책장)가 배급되었으며, 총 504,000명의 어린이들에게 교육적 대책으로 돌아갔음.

16. 피해자들의 현재 상황

ㆍ PONREPP(Post-Nargis Recovery and Preparedness Plan)에 따르면, 앞으로 3년 동안 태풍 피해 지역에서 교육 분야를 위해 1억 5700만 달러(약 2천억 원)가 필요함. (2009년 6월 초 양곤에서 있었던 기부자 회의에서 요청되었음)
ㆍ 그러나 SPDC는 해외 원조로 35억 달러(약 4조 원)를 얻고 있으며, 매달 가스 수출로 1억 5000만 달러(약 2천억 원)를 받고 있음.

6. Bad Impact on the region

ㆍ Especially the Irrawaddy Delta is a fertile area for rice growing that it was known as the "rice bowl" .
ㆍ Production was high enough that Burma could feed its citizens a high amount of rice.
ㆍ Narigs impacted 65% of the country's paddies.
ㆍ 95% of buildings in the irrawaddy delta area were destroyed
ㆍ 800,000 displaced
ㆍ Damage was estimated at over 10.1 $ billion (USD)
ㆍ The loss of family members, friends, houses, and livelihoods

ㆍ 40% of cyclone victims are children.

9. Blocking & requesting to the International for aid

ㆍ SPDC was slow to respond to the crisis.
ㆍ The SPDC refused and delaying the foreigners who were waiting to aid victims in Thailand
ㆍ On 7th may 2008, SPDC permitted Italian flights containing relief
ㆍ On 9th may 2008, SPDC officially declared that their acceptance of international aid relief would be limit to food, medicine and other supplies but would not allow foreign aid workers.

11. Blocking & requesting to the International for aid

ㆍ On may 19, agreed to allow to enter ASEAN aid, and SPDC told that it needed US $ 11.7 billion in aid for recovery from cyclone.( before donor meeting)
ㆍ On May 23, 2008, CG. Than Shwe told to Ban Ki Moon That UN aid workers would be allowed to Burma.
ㆍ But Did not allow foreign workers to leave the Rangoon area to go to the affected areas;
ㆍ Set up roadblocks on the main routes to the Irrawaddy Delta.

ㆍ International donors and organizations, many activists, celebrities, monks, ordinary citizens want to donate by themselves to the victims
ㆍ But SPDS charged donations
ㆍ Tried to block relief activities by these local donors and workers.
ㆍ After this, total 21 remain in imprisonment

13. SPDC's administration for the victims

ㆍ SPDC  controlled over the distribution of aids for survivors.
ㆍ wide-spread corruptions beside with aids-distribution, exploitation and human rights violations towards the victims in the cyclone hit areas by local and military authorities.
ㆍ managed aid camps by SPDC did not receive enough food, water, medicine, clothing and other essential survival supports.

ㆍ Donated materials were preoccupied by local authorities and army for resale
ㆍ For example:
        - Nutritious biscuits from international donors were resale at black markets
        - Donated ready-made tents were available only at the black markets in high prices
ㆍ Sending expensive tools to Nay-pyi-daw

15. Current situation

ㆍ Currently, the victims need urgently supporting from local, regional and international communities.
ㆍ Now They  already repaired more than 1400 schools and supported over 500 early childhood development centers,
ㆍ More than 10,400 teacher's kits and 1,100 library boxes has been distributed, in total 504,000 children have benefited from education response.

16. Current situation for the victim

ㆍ According to PONREPP, US$ 157million needed for the education sector in the cyclone affected areas for the next three years. (Requesting in a donor meeting in Yangon earlier June 2009)
ㆍ But SPDC is getting US$ 3.5billion in foreign reserves and receives us$ 150million in monthly gas export.
